Both India and the Philippines have cheap labor, but Filipinos have much more neutral accent than Indians, that is one benefit.

It might eventually become more beneficial according to economic theories. India currently is leading the outsourcing world because it has strengths across the entire spectrum of outsourcing services: KPO, BPO, IT-R&D.
Wages are on the rise in India. So is the expertise, knowledge, experience and scale.
Philippines can become a lower-cost opportunity once the wages in India are sufficiently high. But it will have to justify the lack of scale, experience etc.
I haven’t come across any particular strengths in Philippines yet. Highly disagree with another answer which says English accent is a difference.
