No. Quality of Service (QOS) is implemented on routers and switches, applications have no influence on that.

1. check to see if the drivers are installed for your camera.
right click on my computer and select properties. click on the hardware tab and click on the device manager. update drivers for anything that has a yellow exclamation point.
