Condos and apartments are two different things. Apartment complexes have a management office and rent out units to people, but even if you get a hold of someone chances are they will not give out personal information on their tenants. Condos are owned individually by people and there is no management office to contact.
Can you not put his name in the White Pages and see if they are listed in the white pages. Try myspace or even Facebook and see if they are there?
